The strategy promoted by the Municipality of Milan makes social welfare and social healthcare systems in the Chiesa Rossa and Forlanini-Salomone neighbourhoods more efficient and sustainable by integrating and strengthening them, with particular reference to elderly people, redeveloping the existing network of Social, Recreational and Cultural Centres (CSRC) and Multifunctional Community Centres (CAM) from a spatial perspective and enhancing their value, including through the collaborative-connective digital platform WeMI, with a view to strengthening local neighbourhood services for the most vulnerable populations according to the “15-minute city” model.

The Strategy aims to make social care and social-healthcare systems for elderly and frail people more efficient and sustainable within two representative territorial areas inhabited by elderly and low-income populations, namely the two Local Identity Centres 30 and 42, each of which has chosen to focus on a more limited target area, corresponding approximately to a 15-minute walk. The target audience is the users of the Boifava and De Andrè neighbourhood centres for Municipality 5 and Zante for Municipality 4.

Participatory and co-design processes are planned, involving beneficiary citizens and formal and informal stakeholders in the area. The strategy is based on institutional partnership with ATS Milano and ALER Milano and on the establishment of a broad partnership with third sector and private entities.
A WeMi Space specialising in guidance on social and health services for the elderly and services for active ageing will be developed in the CSRCs and CAMs.
