Operations of Strategic Importance 2021-2027

Operations of Strategic Importance (OSI) are projects that make a fundamental contribution to achieving European programming objectives.

OSI are considered the most representative projects of the programmes, embodying their main objectives. Managing Authorities must ensure greater visibility of EU support, capitalising on the communication potential of the flagship projects supported by the programmes. Therefore, communication of Operations of Strategic Importance aims to represent the history of the programme in a symbolic way and to give citizens a better understanding of the results of the policies. Greater visibility of projects also provides an opportunity to raise awareness of the benefits of the EU in people's lives.

In the Lombardy Region, two OSI have been identified for the 2021-2027 ERDF Regional Programme and the 2021-2027 ESF+ Regional Programme:
- the Youth Forum;
- Sustainable Urban Development Strategies (SUDs).

The Youth Forum

The Youth Forum, established in 2022, is the privileged venue for listening to, proposing and evaluating the Lombardy Region's policies and initiatives for young people. It is an important tool that allows under-35s and institutions to exchange views and build closer ties.

The Youth Forum is composed of representatives from organisations, educational institutions, local authorities, voluntary associations and, more generally, people under 35 who want to contribute to the policies and initiatives of the Lombardy Region. The Forum is established at the beginning of each new legislative term and its members leave office at the end of that term, meeting regularly to formulate proposals and opinions on regional activities dedicated to young people in Lombardy.

As part of Priority 4 Youth Employment of the ESF+ RP 2021-2027, in implementation of the new law 'La Lombardia è dei giovani' (Lombardy belongs to young people) (Regional Law No. 4 of 2022), the project aims to consolidate and strengthen the action of the Regional Forum as a privileged forum for listening, discussion and proposals between the regional institution and youth representatives. The Forum's activities will enable the planning of innovative and cross-cutting interventions through context analysis and information gathering, as well as the stimulation of growth and personal responsibility in a community context. The financial allocation for this operation is € 1.400.000,00 under Priority 4 Youth Employment - Action a.4 Support for youth employment of the ESF+ 2021-2027 RP and represents an operation of strategic importance for the programme.

Sustainable Urban Development Strategies

Sustainable Urban Development Strategies are funded by the ERDF and ESF+ Regional Programmes for the 2021-2027 European programming period and concentrate resources on addressing inequality in urban areas by supporting the implementation of specific operations. SUDs are implemented in provincial capitals or municipalities with a population of over 50.000 in the Lombardy Region.

The strategic objective of the programme is the sustainable regeneration of urban areas which, by focusing on housing, schools and the quality of social and health services, aim to increase the social inclusion of the most vulnerable populations (in terms of age, gender and vulnerability), reducing material and immaterial inequalities and placing local communities at the centre.

The interventions are characterised by material actions, in public spaces, on buildings and on the provision of services, and immaterial interventions, through the involvement of local communities, the promotion of the urban economy and the strengthening of skills. For the 2021-2027 European programming period, 14 agreements have been signed between the Lombardy Region and the 14 selected municipalities, thus launching the implementation phase of the Strategies and the allocation of the designated funds (for administrative documents, click here).

Bergamo - Spazi_ARE (Open, Resilient and Educational Spaces)

The ‘Spazi_ARE (Open, Resilient and Educational Spaces)’ initiative is the Sustainable Urban Development Strategy of Bergamo aimed at improving the living conditions of local populations in target areas and redeveloping the spatial structures that characterise the urban landscape.

Brescia - School at the heart of the future

The project ‘School at the heart of the future: regeneration of the south-west area of Brescia starting with schools’ is a strategy promoted by the Municipality of Brescia as part of the integrated territorial development actions promoted by the European Commission, the Italian State and the Lombardy Region for the 2021-2027 European programming period.

Busto Arsizio - B.Re.a.T.H.E. GENERATIONS

The strategy promotes sustainable urban regeneration projects in an area considered strategic but at the same time marginal within the city, namely the Piazza dei Bersaglieri area near the Ferrovie Nord zone and the FN station.

Cinisello Balsamo - Entangled

Entangled Strategy is an urban regeneration project and is the result of the participation of the Municipality of Cinisello Balsamo in the Sustainable Urban Development Strategies. It represents an ambitious plan that relaunches the urban redevelopment season in an innovative and sustainable way.

Cremona - Young people in the city centre

The Municipality of Cremona is developing, through a process of strategic co-planning, the contents of the strategy called Giovani in Centro (Young People in the Centre): Urban development and regeneration strategies for the historic centre of Cremona.

Gallarate - GROW29

The GROW29 (Gallarate Redevelopment for Opportunity and Urban Wealth) project is a sustainable urban development strategy that aims to redevelop the Cascinetta and Cajello districts in Gallarate, with the goal of creating new opportunities for the local population and increasing urban wealth.

Legnano - School becomes city

The school becomes the city is an urban regeneration project: a coordinated set of urban planning and construction measures and social initiatives, leading to the replacement, reuse and redevelopment of the built environment and the reorganisation of the urban layout.

Mantova - Creating the future: from school to city

The project ‘Generating the future: from school to city’ starts from schools to promote the revitalisation of city neighbourhoods, not only strengthening educational provision and school services, but also turning the school complexes involved into community hubs where families, children and young people can find answers to their needs in terms of work-life balance, education and conscious growth.

Milano - Mi@Over.net

The strategy promoted by the Municipality of Milan makes social welfare and social healthcare systems in the Chiesa Rossa and Forlanini-Salomone neighbourhoods more efficient and sustainable by integrating and strengthening them, with particular reference to elderly people, redeveloping the existing network of Social, Recreational and Cultural Centres (CSRC) and Multifunctional Community Centres (CAM) from a spatial perspective and enhancing their value, including through the collaborative-connective digital platform WeMI, with a view to strengthening local neighbourhood services for the most vulnerable populations according to the “15-minute city” model.

Monza - An educational community for the future

The Monza City Council Strategy was created with the aim of transforming the San Rocco neighbourhood into a place where schools, families, associations and institutions work together to offer children, teenagers, their families and all citizens of the neighbourhood new educational, training and social opportunities. The project aims to strengthen the sense of community through integrated actions that touch on various areas: education, redevelopment of spaces, sustainable mobility, social animation and enhancement of urban green spaces.

Pavia - City of water

The strategy promoted by the Municipality of Pavia is based on regenerating and restoring the waterfront to the city, through the redevelopment of a series of currently abandoned or underused sites and their recomposition into a linear urban park.

Rho - Bridges, hinges and management models for urban regeneration

An integrated intervention strategy to support the urban regeneration process in Lucernate, San Martino and San Michele with the construction of new public works combined with new services aimed at improving the liveability of the “underground station” and the well-being of local communities.

Sondrio - Monte Salute. Regeneration of the former Sondrio Psychiatric Hospital, the centrepiece of a new vision for integrated policies

A strategy that aims to transform a place of confinement into a space for meeting and care for the whole community. It offers the opportunity to create and test new social infrastructure (collaborative housing services, residential centres for people with disabilities, post-diploma training services, hospitality services for experiential tourism) designed by a mix of public and private entities.

Vigevano - Vigevano Inc.

The overall aim of the project is to transform the city: it is a new Vigevano that looks to the future, thinking and building spaces, opportunities and services that are closer to everyone, day after day, with a view to inclusion and participation.
